It can be disabled in Windows 8.1 - http://www.howtogeek.com/167058/how-to-disable-skydrive-integration-in-windows-8.1/

It has become an integrated part of the OS in Windows 8.1 so I don't think the term 'bloatware' is accurate. No more so than any other tool which is integrated into Windows nowadays.

I believe SpyDrive was actually considered for the rebranding before settling on OneDrive.
