Windows 10 Store - Try again later ??????????? please help me fix

Please help me, everything i try to download from windows 10 store gives me that exact error all the time no matter what i try to get......

i wanted to purchase gears of war but even that gives me that error
nothing seems to want to download....

I even did a windows 10 in place upgrade 10 to 10 and it completed correctly and refreshed all settings back to default and still i get that issue.

If anyone wants to know how to fix it if they have this same issue.

even if your using a 3rd party firewall make sure the windows default is set to optimal defaults lol
or i will somehow block windows store.
