Windows 10 Sync Issues

Hi all, I have a Surface and a couple of PC's and for some known reason, I lost the syncing ability for my MS account (pictures, music). I am not sure what I have done, I have messed about with Homegroup settings all to no avail!

It seems that (cloud?) communication from my main PC has been broken - I likely changed a setting at some point but no idea how to backtrack - other peripherals (secondary PC and Surface) no longer want to talk. All on Windows 10.

Any hints would be appreciated, thank you.

Update - It looks like Windows Preview over WiFi setting in the Windows 10 Photos application might be the cause. I could not see my Surface on the network.

I must have turned it off at some point. Turned back on and now they can see one another - Surface and main PC can be synced over network.
