Just wondering what security you have on the machine? like antivirus, malware scanners ect.
I once saw an issue similar to this with nortons antivirus blocking updates...hmm
My own WU is sort of iffy the now, you can see why in my own log file - at the end is the wsus server i was using, which is off the now!
So my own updates are iffy, although i can force them to MS manually.
Something odd is going on here, you said you were looking at having to reinstall 10 for the 3rd time in as many months?
This is not normal windows 10 behaviour, it simply does not need reinstalling every other month.
In actual fact its pretty stable (all things considered)
If your having constant issues something else other than WU is at the bottom of it and that should be where your looking.
... if anything look in the log in the time vicinity when the windows update had failed ... a big block of messages labelled as errors,
the bit of log posted has some references to windows defender updating itself, which is probably unrelated.
