I was just about to ask if this is safe to install yet, but I've just checked Windows Update and it looks like it's just installed in the background and is pending a restart, so I guess I'll find out soon enough.
You've put a lot of effort into doing it the hard way! Yup, 24H2 is the latest. Download and run the Windows 11 Installation Assistant to do an in-place upgrade.
I did try that and didn't work didn't notice I also needed the other app as well. Teach me for not reading and just mashing the refresh button.

Turns out it actually hadn't installed yet so I paused it and have just done the policy change featured in the video @freddie64 posted to remain on 23H2 for the forseeable.

Yeah, even though its disabled its still there and god knows when Microsoft will decide to activate it without you knowing via a Windows update and it left to its own devices
