Doesn't sound normal - only thing I can suggest is removing them one by one to find the culprit.

Remove your overclock, just to be sure it isn't that (it shouldn't be).
do u have 'solid background' selected as you desktop/background theme? as that has a bug
Possibly a service? I'd disable any Acronis/Kaspersky services completely, see how it goes. Also look for anything else that seems a bit out of place in the services list.
looks fairly normal, i guess you have tried with all off them disables?
Was it bad on the Windows reinstall without anything installed?
oh if it's doing it on a clean install i would point it towards hardware or configuration?
Gonna have to try the normal steps
reset bios to defaults... Done back to 2.4Ghz
check everything is seated on the motherboard Done
try taking out any non essential hardware (ie tv cards ect..) Done
run memory checks (try booting with one stick first off)
