+ 1 for a new service pack but it is not going to happen
As above I would just to 10 on that spec machine, Windows 7 patch bases are a nightmare these days.
If I absolutely must install Windows 7, I update the installer with Simplix Pack.Iinm these is a Windows 7 Update Rollup that will do quite a few of those updates automatically.

Windows 10 is no better for updates currently and potentially worse - I've had systems (not all) hang on the 1511 update for 6+ hours before either completing or hosing the OS install :S
It uses new cumulative updates and also when you upgrade to a new build like ver 1511 you reset the bases anyway.
Maybe it is Microsoft's way of getting us to go to Windows 10?
