I had a perfectly stable o/c on xp 64 and now w7 will not allow the o/c. Ok it boots to windows but fails intel burn tests and programs crash

I am i right in thinking that w7 is more sensitive to o/c's particularly memory settings? W7 and programs are stable without the o/c

Logic dictates otherwise. It is more probable the overclock has become unstable or more likely IBT has become more sensitive to instability due to it possibly using more memory.
I have found as little as 200Mb to be the difference between the passing and failure of 10 laps of IBT.

Well logically, as the only thing that has changed is going from xp to win7 then it would suggest that win7 is the cause of the overclock failure. But to be honest i run an amd x2 6000+ and the o/c difference is only 200mhz or so. No real losss !!

If an OC is stable it should be stable regardless of OS. It's most likely that you weren't 100% stable originally and its just that W7 has found out those instabilities with it's greater demand on resources.

Is that a good thing ? If i can run stable in xp64 for months doing heavy processor intensive 3d rendering for hours on end but cannot do it in w7 it suggests that w7 is not ideal for overclocking

+1. I haven't had any issues with my overclock on Win7; in fact gaming performance has never been better.

no problems here with my overclocks.

as already said, chances are the overclock you had before may not have been as stable as you thought - its just a mere coincidence its not working under win7.

Windows 7 has been perfect for me so far, apart from when I forced a shutdown and windows decided to mess about for a while, Overclock has been 100% stable on Prime95 and IBS. No problems here.
