Windows 7 system properties not showing overclock?

Windows doesn't know much, don't worry about it. Cpu-z will reliably tell you if it's overclocked or not, as will benchmarks.

Windows never shows the correct speed these days.

When you see the "E5200 @ 2.67GHz" you have to appreciate that this is part of the name of the CPU. Windows is reading it as meaningless text from the CPU to identify it. CPU-Z shows it as the CPU name but then lower down shows you the current frequencies.

Mine shows the overclock no problems, all you have to do is make sure to re-run the index score.
