Windows 8.1 error code 10, insufficent resources.

I keep running into a really annoying bug/issue with Windows 8.1, namely when I plug in a new USB device (it doesn't matter what), it often won't work until I unplug something else.

It's actually letting me plug less in than Windows 7 did.

The full error message in device manager is, from memory.
error code 10
Insufficient resources to start API

It doesn't seem to matter too much what the extra device is, for example if I plug in one of my spare/specialist printers I have to unplug something like my xbox controller's receiver, another printer or an external drive.

It's starting to get a little annoying as I thought one of the things about USB was that you should be able to plug in a bunch of them.

My hardware is a
Gigabyte Z87x-UD3H
I7 4770
32gb of ram
Radeon 7870 (or 90, I can't remember of the top of my head)

The USB devices are:

1x blu-ray drive
1x DVDRW*
1x Epson all in one printer*
1x Epson 660
3x USB HDD's
1x Dymo printer
logitech USB keyboard + keyboard/touchpad combo (using a unified receiver that does both)
track ball
Scanner
Memory stick
Vinyl cutter
Xbox wireless receiver*
Barcode Scanner*

I think that's the lot.


*Currently unplugged or turned off.
 
Just plugged my DVDRW back in and it knocked the vinyl cutter out again, the full message is:

This device cannot start. (Code 10)

Insufficient system resources exist to complete the API.
 
I gave in and fitted a 4 port USB3 controller card for a couple of the printers, which seems to have solved the problem (for now).

So I guess it was something to do with bandwidth, despite the fact that at any one time only one printer type device was actually in use.
