classic start menu is my preference
Free, lets you have an XP, Vista, Win7 start menu etc.

Make your own

(Tongue in cheek suggestion because most of the stuff for it is still there if you know how to do a little shell/kernel hacking).

Classic shell is one of the more popular methods.

I hope you meant Win8 and not 98

StartisBack or Start8 for paid for versions (cost less than £3).

Classic Shell for a free version.
