Windows 98 Msgsrv32 Error when any PCI Modem Plugged In *Plz Help*

I have a windows 98 machine in the workshop which has just been fresh installed with 98 but whenever I plug a PCI modem into the machine i get this error message "Msgsrv32" upon startup "close" "ignore" both options lead me to nothing and the machine fails to boot windows. As soon as you remove a PCI modem from the machine it loads fine.

Please can anyone shed some of there old Windows 98 Wisdom on me.

sounds like a problem with the pci card, have tried to update the windows?

Have tried 3 diff PCI modems and a PCI network card and tried all 5 PCI Slots all of which when something is plugged in i get the error on startup.

Customer needs back by tommorow so i am going to ghost the HDD to another drive and reinstall 98SE again over the top and see if that fixes the error with the file.

Meanwhile any other suggestions welsome
