Windows assessment tool... WTF!

Hi :)

Recently my computer have been doing something abit weird,
Every now and then, My CPU usages fly up, as do all my GPU stats and tempretures...
My system seems like its benchmarking and the display goes into basic generic style.
I've uninstalled and reinstalled drivers many many many times and I thought I had it beat, but its doing it again.

I've tried the last couple times to see whats causing it, i've tried scanning though my processes but I always give up and just reboot as my GPU gets very very hot when its doing it, until just now, Its just happened again and I noticed I had a process called 'windows assessment tool' using 150,000k (not sure how I missed that before lol)
I ended the process and presto, normal service was resumed.

I then went into system as I know there is a performance assessment thing in there and that says new hardware detected but I haven't installed anything recently, but I can remember if I ran the tool last time I reinstalled windows.

Why is this tool firing up for no reason?
is it related to the performance tool in system?
How do I kill it?

I think it normally shows new hardware detected after you update the graphics driver (well in my case anyways), just run it once manually and it should stop auto-starting after that
