My windows wont enable its ICS i tell it turn it on and it says " and error occured when trying to enable ICS, cannot complete this function" :(

how the hell do i fix this its driving me mad
 
where are you trying to turn ICS on?

I have no previous experience with ICS, so ignore me if I'm talking rubbish (which others may point out)

run "services.msc" and make sure the "Windows Firewall/Internet Connection Sharing (ICS)" service is running would be the first step I think
 
Ok, first things first, uninstall Norton or Mcafee if you're using them as MS suggest that third party firewalls and security center apps like that can get in the way.

Next check the computer for Spyware with Adaware and Spybot in case it is a piece of spyware controlling the internet connection. MS suggest that it might be a broken internet connection due to LSPs being used by some spyware: Download LSPFix and see if it flags up a broken internet connection. Anything that it wants to fix let it fix but DON'T delete anything that it doesn't automatically flag up!
