Windows on different components?

I didn't really know how to ask this question but I've got a licensed vista which then was upgraded to windows 7.

Now I want to get a new i5 rig, do I need to re-buy a license because it's a new motherboard and case etc?

Not quite sure on this, seems to be a bit of grey area in my head right now.

Depends what the original Vista was. If it was an OEM copy then yes you'll have to buy a new license. If it was a retail copy then you just uninstall it from your old hardware and install it on the new.

New license then unfortunately. Is Windows 7 an Upgrade edition?
