Windows Only Seeing Half Of My Clock Speed?

Hi all,
I've just installed a new motherboard, and put a fresh copy of Xp Home on it. All went well apart from having hell with the GPU, but I've got that kinda sorted now. Another thing I have now noticed is that when I open Properties (right clicking My computer) it only sees half of my clock speed. For example, my Phenom 9950 is at stock clock at the moment, (2.6GHz) and Windows sees it as 1.3GHz. If I overclock it, it just halfs the number. When I open an ASUS utility it says the same thing.

I've tried closing all of the power save things, and I still get the same problem. I know CPU's do run slower when not being heavily used, but surely it shouldn't say that in Properties? Strange....

Ah I think Cool & Quiet is enabled, I'll disable that and see how I get on. I haven't ran Prime95 on this rig yet anyway, so I'll leave it for an evening and see how it gets on.
