Windows programs that format a USB stick to ext3?

Does anyone know of a program that will run in Windows 7 that is capable of formatting a usb stick to ext3?

Try a linux live disk that should do it.

I'd just grab VMware Player, a copy of the Ubuntu image from this page: http://www.trendsigma.net/vmware/ubuntu1104.html and format it that way

LiveCD would also work.

I wanted to install a liveCD .iso on USB but after a lot of wasted time I eventually learn't that my BIOS doesn't support booting from a USB, I ended up finding a blank CD in the wardrobe (I haven't purchased blank CD's in more than three years). I burnt GParted to it and the rest was surprisingly easy. Thanks for the help.
