Windows Shell for a user

Is there any way of putting a custom windows shell (made in vb) for one user only rather than everyone on the system.

Everyone's shell is edited using:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon\Shell

I tried adding a "Shell" string into
HKCU\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon

but it didnt pick it up

and create a value called

shell
