Windows Time is missing from Services

I have the w32tm application in the Windows folder, but it doesn't appear in my Services. I reckon this is the reason behind my clock constantly going out of sync. I've determined this simply by trail and error: I've tried repairing Windows from the disc (no errors found), and have also replaced the battery on the motherboard, but still it keeps changing.

Anyway, one of the solutions appears to be to type w32tm/unregister followed by w32tm/register into the command prompt, but when I attempt this, it says access denied.

Could anybody offer a solution?
 
Type cmd, then right click on it and go to 'run as administrator', accept all the security warnings and then run w32tm/register again inside it.
 
Np :). Whenever you need to adjust system configurations like that you have to be doing it with something launched as an administrator.
 
I can't seem to start Windows Time now though...

It shows this message:

Error 1290: The service start failed since one or more services in the same process have an incompatible service SID type setting. A service with restricted service SID type can only coexist in the same process with other services with a restricted SID type. If the service SID type for this service was just configured, the hosting process must be restarted in order to start this service.

Do I just need to restart the computer?

edit: Yes, I did.
