Very and it's up to you. SSD would make more sense.
We're all different. I've only got PUBG and BF1 installed as games, as a result I've no issue with them and my OS on a 240GB SSD.
If you on the other hand have a massive Steam library and you play lots of games weekly ask yourself if 250GB will be enough.
If you're like me then 250GB will be fine.
I have a 240GB SSD for OS + BF1 and still have about 130GB free so it's possible to put about 3 games on one with the OS with no issues. I then use a 1TB HDD for all other games and Docs + Programs.
For creating a Windows 10 USB boot drive, you will need a copy of the Windows 10 ISO and I suggest using Rufus to create the USB stick. When installing Windows, make sure that only your SSD is plugged in to your computer. Only add another HDD after installation is complete.
Thanks for this bud I didn't know that having a HDD plugged in will make a difference, I will unplug when installing... I'm not sure where to get a copy of Windows 10... ive seen them on a Auction site for £20 but don't know if to trust it

If it sounds too cheap to be true then it probably is - most cheap versions are "grey market keys" - essentially in breach of license terms and therefore technically illegal.

You don't need to unplug the other HDD, just choose the right one at install.
Are you on your own Windows Machine now and have a valid Windows 8.1 licence that you will be installing with?
If you do, you could download the Windows 8.1 ISO, burn to ISO and then install from USB. As long as you have a big enough USB drive, you wouldn't have to spend any money yet.
