Windows XP problem/hardware problem

I'm posting for a friend here, details are a little sketchy but I'll try my best.

My friend recently installed a new motherboard but never formatted, just went back to using windows and his USB and DVD drive stopped working.

So basically he just formatted his computer and reinstalled windows XP

Still after a fresh install his USB isn't working CD/DVD drive shows up in "my computer" but can't read CDs/DVDs, they just show as blank.

Various things are showing on 'device manager' as "?" or without drivers and he can't install drivers for them because he can't access CDs.

video controller
unknown device
universal serial bus controller
sm bus controller
pci device
other pci bridge device.

Anyone had anything similar before? From personal experience after formatting and installing a fresh copy of XP even before downloading any updates I've never had any problem accessing cds/dvds or usb devices.

Well it will before booting into windows, but when In windows it shows discs as blank. The drive must work on some level but I assume there is a software issue with it?
 
Can he not download them of the net?

I've mentioned it to him but he's not the best with this stuff, looking into it as far as I know.

Thing is what does the chipset driver have to do with USB drivers and CD/DVD working? USB drivers at least USB 1.0 should come with windows XP and so should CD/DVD? I've never had to install any drivers of any kind after a fresh XP install to get either of those things working.
