Windscreen washer not working.

2015/64 VW Passat. B7.
Windscreen washer stopped working despite reservoir being full. Fuse seems intact. Replaced the washer pump (had to part-remove the bumper).

With engine on and bonnet closed no sound from pump when activating by stalk.

What could it be?
 
Plug off the pump and check its getting voltage would be my first call as that helps you split the problem - is it voltage or is it a blockage?

There's no additional relays etc in the way, just a control signal from the stalk to the cars ECU, then voltage/earth from the ECU to Washer Pump via the fusebox and lastly a supply voltage/earth supplied to the ECU. You've narrowed down the stalk (wipers move), you've said the fuse "looks" good (confirming its Fuse 40 which is 20A that you checked the rear washer jets also don't work) and the supply/earth to the ECU should be good or there would be lots more issues which just leaves the supply/earth from the ECU all of which leaves the supply to the washer or a blockage.

On the washer pump plug there are just two pins - Pin 1 is Voltage and pin 2 is earth - if you want to check that each is working OK whereas on the ECU it looks like the voltage/earth are on Plug B pins 7 & 8 if there's nothing at the pump. If there is voltage at the pump (which you've replaced) you know its most likely a blockage somewhere.

I had the same issue on a 2016 skoda fabia (potentially the same motor as both similar age VAG cars?). No sounds from the motor.

I recall there are 2 fuses that are similarly named. I replaced both and it worked again.

A quick Google also suggests that some electrical parts on passats get disabled by the if the ECU thinks there's an issue. People suggest disconnecting the battery for 30 seconds as that should reset things, and if there's no actual fault with the pump, it should begin to work again.

I can’t find any mention of a 2nd fuse for the washer pump.
 
all of which leaves the supply to the washer or a blockage.
the blockage I've had on bmw are the small no return valves just before the windscreen jets which I think are meant to help keep fluid inside the piping up to the jets,
I removed them - cutting stainless sideclips and also dipping tubes in hot water to help re-attach/push them on -
but, blockage would have to be significant for pump to not even sound like it was trying.
