wireless network with no internet?

I have a Netgear DG834PN 108Mbps Rangemax Wireless ADSL2. Its setup pritty standard. However I dont want one of my wireless PCs connected to the internet, but I still want network access. Anyone no how to achieve this? The PC in question has a Belkin F5D7000UK 802.11g Wireless PCI Adapter.
 
Use either the security policies to lock down the internet on the one PC, or set the security and content advisor to max on the pc.
 
I have tryed that on the firewall, The trouple is both network and internet are though the same adaptor therefore when I lock it I stop both. I could lock IE put that would not stop ramdom programs gaining internet access. At the moment im using ZA and doing it by program control. But realy I dont want any internet connection at all on this PC. Is this possible?
 
If the router'll do it, set up a DHCP lease specifically for that machine with no default gateway set. If they add the default gateway it'll work, but by default file sharing will work and the internet won't.
Or use the router's firewall and block everything outgoing with the machine's IP.

Edit: And again, if the router'll do it, give the machine the same IP every time.
