Because my friend lives on a college (the College Grounds) he gets free internet, but he wants to do the following.

Buy a wireless router to revive the signal from the college to his computer and then share that connection to a nother PC in his house fitted with a short range Wireless card that can reach the router but not the college so my question is this.

Can he setup a Wireless router to recive the internet from the college then SHARE the internet between the Computers at his home ?

Depends, If he wants to bridge wireless to wireless he's better off with an access point. Routers are generally designed to recieve WAN through ethernet and LAN through WIFI. Unless he just uses it as an access point he won't get anywhere. Although it depends how the college internet works, if he needs to run NAT, it's not going to be simple.
