No DSR ever. All default , through nvidia control panel.
Divine Pain screenshot of settings is a must:)? I say, all options in game sliders to ultra, 1920x1080 and hairworks on.

So expensive card and dips to 37 fps is riddiciouls. I dont think is normal. But suggesting from GPUZ ( gpu load 96-99% ) ?

If someone is trying to help you, the least you can do is give them the information they ask for.

Please post screenshots of your settings.
 
another thing to check is ur nvidia control panel.
for starters go to "3d settings" -> "adjust image with preview" -> "use my preference" set to performance & apply.

also lots of other stuff, like turn all AA settings off (if on), check DSR is off etc.
maybe try nvidia experience and see what it recommends running.

reference cards with the blower style coolers do not have as good coolers as the 3rd party fan style coolers, so expect temps to be higher and boost clocks to be lower compared to the more expensive models with more efficient cooling.

also may be due to non-overclocked CPU, whats ur cpu usage like? get an aftermarket cooler and overclock that sucka.
 
1080p is too CPU bottlenecked for me.

I prefer 2160p where I get between 80 to 85fps
