Wont boot now

Hi can anyone help my mate bought this mobo ECS nforce3 939skt agpx8


He first booted it and all fans was working but it would not post, so he tried it with the atx power as well and it would not boot so he took it out and tried again without it and it dont boot no power whatsoever does that mean he has blown the board?

He probably hasn't blown it - many motherboards are DOA. Especially the cheaper brands like ECS. Tell him to RMA the board and get a new one.
