oh I do like to be beside the seaside
I'm helping my son build a website and have deceided to give Wordpress a go.

Is this a good site to help me work out how to use it https://learn.wordpress.com/ ?

also, do Wordpress themes "scale" between pc, phones and tablets?

Seems OK for the basic stuff of helping you work out how it works.

Most themes should "scale" (be responsive) to the device they are being viewed on.
 
I always think it's soo much easier to just watch a video - it's how I learned to make my wordpress website. Go on YouTube learn anything on there.
 
There are so many resources available freely, or even for a small fee! The learn wordpress source you linked is ok'ish for basics, but there are websites like tuts+ and also lynda etc, that will take you through from Wordpress basics all the way to advance coding and programming of templates and databases.

And also yes, as @anticonscience most themes / templates for wordpress should be by default responsive out of the box.
 
Depends what you want to do as well. If you just want to tinker, install add-ons and modify it slightly then just click through and play, it's very easy to use. If you want to write your own theme or add-ons, then as above there are loads of good tutorials around on Google / YouTube etc.
