Working Visa for the U.S

You still fill out the card whether you travel on an ESTA or not or at least I had to the past 8 times I've travelled here over the past 2 years.

No you don't:

The implementation of the ESTA program allows the Department of Homeland Security to eliminate the requirement that Visa Waiver Program (VWP) travelers complete an I-94W prior to being admitted to the United States. Customs and Border Protections (CBP) has transitioned to paperless processing for VWP travelers arriving by air or sea who have obtained a travel authorization. Traveler's entering the U.S. under the VWP who have an approved ESTA do not need to fill out the I-94W form

As Olly says below perhaps you are confusing it with the customs declaration.

That's nothing to do with immigration though, it's a customs declaration card. Incidentally they're getting rid of them by the end of next year too.

No there isn't.

To travel to the US under the Visa Waiver programme you do not fill out a card on the plane - you complete an ESTA online. It is not free, there is a charge of $14.

You cannot board a US bound flight without a valid ESTA or a valid visa if you are a non citizen.

You only fill out the card when you enter the US via a land border.

AFAIK, ESTA is not a tourist visa at all but a security check in response to 911. yes it does need doing but there is.no trip to an embassy or any such shenanigans as an actual visa requires.

From Wikipedia:
The Electronic System for Travel Authorization (ESTA) is a United States government requirement (mandated by the Implementing Recommendations of the 9/11 Commission Act of 2007) for participating travelers from Visa Waiver Program (VWP) countries. ESTA is an automated system that determines the eligibility of visitors to travel to the U.S. under the Visa Waiver Program (VWP).

So the on plane visa wiaver is gone, you now do it online with ESTA. Anyone who has any other visa, e.f H1N or is a permanent resident
(Green card holder) doesn't need to do esta
