Why did the ref just wave the advantage signal after the ball hit the Swiss hand and the Swiss player retained posession?

Was a foul by Chile but the ref didn't blow up, Switzerland put their hand on the ball and awarded the foul to themselves. Poor refereeing, he's been consistently **** though.
