Regarding the second shot, when Ding touched the red a foul was called and a penalty awarded so can hardly be considered cheating - he fouled and was penalised. In addition to this the rules were recently changed to prevent it from being possible to gain an advantage from doing this by giving additional options to the opponent which includes having the balls replaced even though a miss couldn't be called as a shot wasn't played.
