Would it pay to lie about liability?

For reference it's incredibly unusual for Police to prosecute minor bumps like that. Perhaps the cameras changed the decision making a little bit?

I imagine that happens quite a lot considering the narration at the end of the programs normally states that pretty much everyone that was charged had no further action taken against them.

Offences such as those are rarely "charged", it's much more common to use a reporting a summons process. Either way, forces are measured on their attrition rate at court, which means how many cases fail to be successfully prosecuted - and so forces won't continue to send people to court that fall apart in any significant number.
 
Your understanding isn't correct. Police can investigate either damage only or injury RTIs the same.

You still don't have to answer their questions. Tell them to contact your insurance.

Well that's the same as any offence, but if they suspect an offence and you refuse to talk to them you may be required to be interviewed, arrested or just summonsed to court. Damage only RTCs are no different to any motoring offence in this context.

They certainly won't be getting the details from your insurance.

That's what i meant, unless they suspect an offense its nothing to do with the police at all. So if its just an accident they will just usually take down the details and pass them to each party.

I think my point was that non-injury RTCs could still be something that the police investigate, so it's not as simple as being dismissive.
