Would this cause a problem with the CPU?

My CPU came packaged in a black material, I'm not sure what it's called. Although the material is there to protect the pins, some has worn off and stuck itself around the pins on my CPU. Would this cause any problems with my system? I'll try to provide pictures if requested.

If this stuff has stuck itself to the pins, I would send it back.

sounds like it has been stored in a far too high temp place, i wouldnt attempt to use it mate, call up the store you bought it from. :)
 
When I say stuck, I don't mean stuck to a point where it won't come off. I haven't tried yet as I've been advised not to touch the pins. I will try to upload pictures within 2 hours.
 
I asume its the soft material to stop the pins touching anything while transit, should be a kind a rough soft texture. If its almost melted on as said due to temps i would send it back, but if the the pins have just torn some off make your earthed and pick it really carfully
