for some reason its the first one i cant work out why it wouldnt work

Plus you are losing energy through friction with the water, friction with the generator, friction with the air, friction with the sprocket at the bottom. You will lose water through evaporation, through water left on the balls, through water leaking from the seals.
 
I hear you're looking for investors though. If you setup your own science/engineering journal and submit your idea it'll add more weight to potential investors. That's how it generally works yes? :D
 
The balls put the chain in tension. Thus any submerged ball experiences a tension force downwards. This will match the bouyancy force upward, so the system will pretty much stay in equilibrium. No free energies I'm afraid.

They are all filled with lighter than air air? Great idea! How does the chain know that one half of the balls must be heavier to go round?
