I would be more worried if ISPs started locking down IPs to a certain location. Considering pretty much the majority of home owners will have dynamic IP (where the IP will change after a while), there's no point in constantly updating what location each IP is at the moment. And it will allow people to easily find your address if all it took was a quick search on your IP.
Not that I'm aware of. There's no central database of IP address and end user location that can be queried, outside of going down legal avenues. The geolocation that websites use is based on users of apps collecting location and IP address information and feeding it back to the providers of the services.
