WTF!!!

Tow caravan to the nearest safari park and leave it in the lions enclosure! Retreat and watch the fun commence! hehe
 
AFAIK Police won't do anything if its on private land and if its on Council land, they have do to all the notice papers etc so takes a long time.

I'd keep calling the council on top of the calls you have allready put in explain to environmental health dept. that you spotted them using the area as a toilet :)
 
If there is even the slightest chance that these men are gypos, then instant action is required.

You should dig a pit outside the front door of their caravan, that way they should fall in it when they step out the door, deep enough that they can't get out and then make them watch as you tear their nasty little **** box apart with a crowbar and a sledge hammer.

Then wee on them.

That should put them off.
