Wouldn't have been very anonymous! We live on an isolated little cul de sac with only 3 houses and have a shared access driveway to the houses. Nobody overlooks it or anything.

no brainer really, the parents are neglecting the baby, the parents must surely
see this roughness and callous behaviour towards the smaller child and
are ignoring it.

Yeh cool, let a potential injury be inflicted on a helpless toddler because you're scared of confrontation / don't want to seem nosey? MIt is a sad state of affairs truly, but I think for most people they don't want to come across as nosey. Some couples might appreciate you pointing it out, others might flip and become hostile towards you.
