Psychopath is a bit harsh. There's blatant attachment issues inside that house which this kid is suffering from and acting out. Without therapy now it will only get worse, therapy is the only way the parents will understand their involvement in his behaviour.

"Psychopath" might be a bit harsh or it might be completely accurate. Psychopaths may well attack whoever is convenient and with young children that's often a sibling.
 
What a sad state of affairs we have around in the world where a damn baby being punched through a pushchair cover is considered amoral dilemma on whether to speak up about it and potentially save the baby from serious injury in the near future.
Snitches get stitches...
 
I'd want to know, and if I saw it happen, I'd mention something. It shouldn't be about feelings or relationships with neighbours, it's about the safety of a helpless child. If they didn't resolve it, I'd raise it elsewhere.

Correct. So might a bully. Technically you are right but the probability in this situation from the limited information we have points to the typical and quite common parental attachment issue. I appreciate this may indeed become the effect of the cause.
