Yes, those speeds are correct :)

Those are your 2D clock speeds, the card will be automatically set to its 3D settings when entering a 3d application.

If you install some software that can monitor the memory and core clocks of the gfx card while playing a game you will be able to see that the clocks go up as soon as a 3d app is detected. Google for Rivatuner and install it to have a look for yourself.
