x1900xt performance in vista?

ok sticking with CCC since tray tools has issues with the 64bit vista.
problem is with ccc my ram overclock is limited to the mas limit on the slider which is 800mhz.
is there a way to increase the caps in CCC?
also the network problem, it works as in the network connects BUT it takes a good 10 mins after boot before it actually connects up. tried loads of things but no luck, but iv posted this in the network section for more help.
