XBOX 360 Wireless Controller Randomly Stopped Connecting to PC

Was playing some Forza Horizon 3 until I was getting some stuttering. Grabbed some cereal and my entire PC went haywire. Videos couldn't play (YouTube, system, anywhere). No sound coming from my DAC but there was sound from my soundcard. Lots of system lagging.

Fixed this all by uninstalling and reinstalling my DAC drivers. But now my XB360 Wireless controller is acting up. The receiver is detected just fine in Device Manager. When I start the pairing on the receiver and the controller they both instantly recognise each other but don't connect. Anyone know a fix for this? I've tried uninstalling drivers multiple times and have rebooted multiple times.

Also if I unplug my XB360 receiver while the PC is on and plug it back in, it no longer powers up. It can only power up if the PC is off and it is connected while it is off. So confused.
