xfx 5770 runs 20-30x hotter than it should.

So I bought an xfx 5770 back in November of '10, and it's been working great for what I need it to do.
But it's been overheating a fair bit recently, 20-30c hotter than normal. I have the fans on 100% and the side of the case is off too but still.
My case is a Packard Bell iXtreme M5741. Not the best, I know.
Screen res is at 1920x1080.
System specs:
i3 530 @ 2.93ghz
8gb ddr3
xfx ATI Radeon hd 5770, 1gb (single slot)
650gb hitatchi hdd
BenQ 24" 1920x1080
Win 7 Home Premium

Right now it's about 4:20am so it's fairy chilly, computer's been on for a few hours and is at 53c.
Tried Skyrim last night on the settings a 5770 should be capable of doing (1920x1080 high, no AA), it climbed to 82c after about 5 minutes. Even games that should run like a breeze are cooking this thing.

I've checked the card to make sure it's fine on the outside, it's not dusty and the fans are going as they should. I can post screenshots / photos if you need.
Help would be great, it's fairly annoying not being able to do much with the comp in this state!

If your case doesn't have dust-filter and you have been using the 5770 since end of 2010, I'm pretty sure there's lots of dust stucked on the heatsink. Looking at the fan itself doesn't tell you much...there's probably a carpet of dust built-up inside the cooler on the heatsink (so it's blocking the the airflow and stopping the air from the fan pushing the hot air out the rear) . You either need to take the cooler off to clear out the dust inside on the heatsink, or use compress-air.

Sorry about the long delay, had some problems & things to do.

There was a huge clump of dust inside the heatsink, also cleaned the rest of the pc.
It's currently running at 39c idle, side panel off and 100% fan speed. I'm going to see if it drops any further, and do some stress testing.

Sounds like normal temps mate. check some reviews (don't let bit-tech one confuse you, it's in delta c's)

That worked a charm guys, just ran Skyrim in 1920x1080 high settings at 56c - left the fans on 100%.

No need to leave the fan on 100%, it's fine on auto or a little more aggressive.

for reference my brother's HD4870 idles at 70c and load is 85c

Left it on 100% through force of habit, I'll be dropping it down to about 75 or so

No don't use 100% fanspeed. The 5770's GPU would be perfectly fine as long as the temp is below 85C (but yes ideally should aim for around 80C max temp). If you keep the fanspeed at 100%, I'm sure the fan's bearing will die WAY before the 5770 itself.

Use MSI Afterburner to set up a custom fanspeed profile which you can set instruction for automatically adjust the fanspeed at what % at what temp. A fanspeed of 45% at up 60C, 50% at 70C, 60% at around 75C, and 80% at 85C should be more than enough.

Hate to say this, but higher fanspeed on a blower type cooler doesn't really reduce temp too much comparing to lower fanspeed...the difference between 50% and 100% fanspeed most likely won't even be more than 3-5C. 3-5C higher in temp ain't gonna do anything to the health of the card that's perfectly fine up to 85C, but the extra 50% fanspeed would definitely kill the fan bearing much sooner. If you are getting as low as 56C in Skyrim at 100% fanspeed, then I say you definitely should lower the fanspeed.
