xfx 630i no POST issue

ok, setting this up for a client. brand new XFX 630i board, i get no POST and the keyboard lights flash constantly. i also have to hold the power button in to keep the power supply to the board. i have tried outside the case and still the same problem, i have to short the power switch pins constantly to keep the power. i have been building pc's since time began, but never seen these symptoms. i have logged a ticket with XFX but just thought i'd ask here as well. i have tried all the usual things, ie CMOS clear, 1 stick of RAM etc etc.

Sounds like a psu fault to me, what psu is it.? new.?

its an enermax modu82, works with the other boards i have.

What is the cpu you are using, BIOS might need updating, can you test any other parts in another system.

i have tried 2 Pentium D's, a 915 and 640. Both work fine in another board. I have a core2 i can try but its in another PC at the moment. I have tried 3 different sticks of memory, all work in other boards. Nothing else is installed or connected.

Does seem to point to a faulty board, all power connectors installed including the 4 or 8 pin for cpu - thought I ask

yes, doubled checked all that. new board as well, XFX ticket system is slow to say the least.
