Right, here's how it goes.
He's upgraded from an Nvidia 9800gt (green edition- no psu plug in)
He's moving to an XFX HD6870 black

Weve run driver sweeper in safe mode to remove all the old drivers. (repeatedly)
Powered down and swapped cards (repeatedly)
Scanned for new hardware in device manager (more than repeatedly)
and the 6870 is not being seen by the PC.

We swapped to the old 9800gt and it fired up with PNP (no drivers installed).
When we sawpped back to the 6870, there was still no output.
The fans on the 6870 spool up to 100% and both of the power lines are installed nice n firm. THe card itself has been seated and reseated.
And still there is not even a suggestion of output from the card.

Weve checked a PSU calculator online and we dont even need 400w for this system, nevermind 500.

At a bit of a loss here, Im now sat in a pool of my own hair as this should not be THIS hard.

SUGGESTIONS!

I'm guessing dead card then. If your 9800GT is fine, then your 6870 should atleast boot.

Can you try the 6870 in another comp?

Any options of checking the card in another system to rule out possible faulty gpu, and check for a BIOS on the motherboard.

The card is brand new from 'a competitor'.
How is it likely to be dead?
I suppose I could take it home with me and try it in my rig?

I had this exact same problem when i first bought my 5870! The fan would kick up 100% screaming it's head off but not displaying any output to the monitor. It would then go into windows via onboard instead and if i looked for the card in device manager it would not appear.

Turns out i had a dodgy pci-e x16 slot which only worked with low power cards hence why my old 5670 worked just fine but when i plugged in a higher card it would fail. Replaced the board and it worked just fine :).

Try replacing the board if you have a spare one laying about.

I think thats the situation were in dude.
Ran it on mine, and the 6870 is no dudd, think I may have to try my 6850 in my bro's rig to see if it can handle a card with single power feed.
