XML Annotations

I've been assigned a task of inserting annotations into an xml document I created. I'm new to xml as it is but what do they mean by annotations?
Literally describing the tags I've used (commented out with <!-- --> or something else?



Probably worth noting I've already commented out desciptions in the supporting DTD file..

Yeah I've seen that but I can't make head nor tail of it. Where does that code fit in with the existing elements? Should it come before/after each element?

I've been trying to find an example of a working xml file with annotations included but I'm yet to find one.
