XP Connecting to Router but not able to go online!!

Hey guys, im over my friends house, she has a laptop running XP, it connects fine to the router, and to be honest everything looks fine but it will not connect to any pages or skype etc. The internet is definatly working as im on it now. theres no firewalls, anti-vir or anything installed that could be blocking anything. Im out ideas...

(not much of an xp user so im kinda baffled) (its kinda fun to sound like a n00b again)

Can you ping internally (the router) by ip address?
Can you ping externally by ip address? I usually use 208.67.220.220

no, saying it was rejected, on chrome it also says

Error 102 (net::ERR_CONNECTION_REFUSED): The server refused connection.

DNS settings are ok?
No proxy server set in IE control panel?
Tried a different browser - Firefox?
Malwarebytes scan?

If none of the above work I'd reset the TCP/IP stack:

cool, il give malwarebytes a go, already tried WinSock just before i made the 1st post. its gona be something really simple, thank you very much for your help tho JayMax
