XP Hangs loading desktop

I've got quite a strange problem here.

I have a user with a laptop which has XP home SP2 on it, when you boot it up and put the password in it will load the desktop background and then just sit there and do nothing.

Explorer.exe is running and i have ended/started a new instance of it but that makes no difference.

The only way i can get windows to boot up with icons is when it has hung, ctrl+alt+del > new task > C:\ to explore the root drive.

This seems to push the bootup forward and suddenly everything loads up, once in i get a few error messages and it still takes a little while to respond but it works fine.

I've disabled all startup services from within msconfig which makes no difference, ran a chkdsk, ran spyware checks and checked the event viewer but nothing strikes me as being majorly wrong.

/edit does the exact same thing in safe mode also
