XP: Limit time on games but not the computer

Basically I need to limit the amount of time my bro plays computer games.

Is there a way of stopping games from running, but not IE, word etc?

For free preferably

Lock him out of Windows and dual boot with Linux.

No games, but it has Firefox and OpenOffice.

Create a second account with only those apps installed and no admin rights, then password his old account and don't tell him it.

Share his C Drive as a hidden share, go into Program Files, just 'rename' the game folder/application.

Or, delete the shortcuts off of the desktop
