Hmm not sure about that. It's true though, there is no difference between retail and OEM. Um, unless you want to upgrade your motherboard, but then a lot of people buying this off eBay wouldn't know where to start.

Funny how the disc pictured is a Volume license CD and doesn't include a license...

The letter seems highly questionable, especially as it's too small to read.

OEM licenses can be resold if they are unopened and sealed, not if they are out of wrappers though.

Asked a few questions on ebay, lets see what he has to say.

well he's not wasted it has he. If the guy is selling illegal software then the auction is void and as he hasnt paid, he wont lose anything.

Yeah its a volume license such as a large company or school would buy. Ive installed lots of these in the course of my job. You get ONE keycode so all 1700 of them will be using the same keycode. Obviously this is only valid for the use for which the license was granted, such as a school or business that applied for it. Selling them off is not allowed and certainly selling them one at a time isnt.

Hell i know about 10 keycodes from places i do jobs for, does this mean i can just get a load of disks and flog em off for £50 a time... of course not and the same goes for this joker. IF and only IF they were all separate keys and unopened oems then yeah he can probably legally resell them buts he has stated its a volume key so hes deffo doing it illegally.
