He's just trying to be polite. Maybe there's better thigns to say than "Y'alright", but would you rather people you know just blanked you when they walk past?
Being from Middlesbrough I usually say "now then" to more or less everyone I need to say hello to.
My wife has a rather daft habit of saying "Hiyaaaaaaaaaaaaaa!", or "Eeee 'ello!", before proceeding to ask "Eeee, how's your *relative's name here*, haven't seen him in a while is he alright?". This is with nearly everyone she bumps into. Takes us hours to get out of our local ASDA.
