Surely the water is just really shallow giving the illusion they are running on water, I don't think the would have put a block down there or anything, seems like too much hassle to sell shoes.
Braniac showed you need custard for the correct amount of surface tension. They could always call them "Hi-Tech Custards" and paint them yellow. I'd buy them then.
I thought it was real, then I looked at the feet closely, you can see each step hits something solid, ie they dont sink at all, then all of a sudden at the end of the platform the foot sinks right down. =/ shame,
